At Tucumá, a private project in Brazil, women often support the new farm through off-farm work, washing clothes, working in hotels, running small shops, selling garden produce, while the men take the first crop (Butler 1985).
Of all strategies for rural development, land settlement schemes were always ‘particularly failure-prone’ (Hirschmann 1963), and ‘very few programmes have achieved their stated objectives’ (Oberai 1986:58). Planned schemes in 1985 cost US$5,000 to US$10,000 per settler household (Scudder 1991). Oberai, in a major review for the International Labour Office (1988), does think that minor improvements could be made to land settlement through better planning, management and administration, but he lists an array of failures and problems.
Many academics have tried to develop guidelines for land settlement.
